China Representative Office Registration
The easiest and most economical way for Small and Medium-sized companies to have a legal presence in China is to establish a Representative Office (RO). The purpose of a RO is to facilitate the liaison between the parent company and businesses and customers from China / Asia. In addition, a RO can on behalf of the parent company create market contacts, carry research headquarters, and assist in developing business relations.
Unlike a WOFE, a RO is not considered to be a separate legal entity from the parent company and thus cannot carry out direct revenue earning business activities. Since it cannot enter into purchase/sales contracts and cannot receive payment for products or services, it cannot generate any income by itself, issue invoices or repatriate monies overseas. All expenses of a representative office have to be fully funded by the company headquarters.
